Does 1 fuse cover both high voltage inputs?

Yes.  The rating on the fuse is 1/2A, 600V, Class CC, 200KAIC, UL Listed, RoHS compliant.

If the fuse in the power meter is blown, can it be repaired? 

Yes.  The fuse is a repairable item by returning the meter to the factory.

Do I need fused leads when installing the power meter? 

No.  The power meter needs to be downstream from a UL approved circuit breaker.
